  • Multi-Agency Adult Safeguarding Policy and Procedures

    The following TSAB Multi-agency Adult Safeguarding Policy and Procedures provide the framework for all safeguarding work with adults at risk in Trafford. They are set out in three parts covering legislation, the expectations for referrers and the expectations of the safeguarding response by the Trafford Safeguarding Hub. The Policy and Procedures apply to all professionals working with adults at risk in the borough.

  • Person in a Position of Trust or Managing Allegations
    Open or Close

    A Person in a Position of Trust refers to anyone in a paid or voluntary role who has responsibility for providing services, or has a role of influence, over the wellbeing of vulnerable adults, such as social care workers, personal assistants, support workers, medical professional etc. 

    The following Policy and Procedure provides the framework and process for reporting and responding to allegations raised about a person working in a position of trust who may have harmed, or who may pose a risk, to adults at risk.

  • Trafford Safeguarding Adult Review Policy and Procedure

    The TSAB Safeguarding Adult Review (SARs) policy sets out the criteria and process for referring and commissioning Safeguarding Adult Reviews as part of the Board’s duty under Section 44 of the Care Act 2014. Any agency can make a referral for a SAR if they believe that the criteria for a SAR are met, however all referrals should be first authorised by a senior manager or safeguarding lead within your organisation. 


  • Self-Neglect and Hoarding Policy, Procedures, Guidance and Toolkit

    The Multi-agency Self Neglect and Hoarding Policy defines the different terms, provides an overview of key legislation, and sets out the procedures for agencies to follow. The Policy is supported by separate Self-Neglect and Hoarding Practice Guides designed to offer practical advice for working with adults at risk as well as hints and tips to support defensible decision making, and what to do in difficult situations.

  • Multi-agency Escalation Protocol
    Open or Close

    Successful partnership working is reliant upon resolving any professional disagreements between agencies in a timely and constructive manner. The TSAB Escalation Protocol applies to all professionals working with adults at risk in the borough and aims to ensure effective ongoing multi-agency working and improved outcomes for adults in Trafford. 


  • Multi-agency Risk Management (MARM) Protocol

    The TSAB multi-agency protocol has been developed to support practitioners working with adults whose circumstances sit outside the statutory adult safeguarding framework, but where a multi-agency approach would be beneficial. It enables a proactive approach which helps to identify and respond to risks before crisis point is reached, focusing on prevention and early intervention. This protocol enables a coordinated and collaborative multi-agency response to risk. 

    The protocol does not replace single agency risk management arrangements or pre-existing multi-agency case discussion processes (such as MARAC, MAPPA, etc) but instead seeks to build on and strengthen the current arrangements. The MARM has been developed as a result of learning from local and national Safeguarding Adults Reviews.

  • TSAB Data Sharing Agreement
    Open or Close

    Learning from Safeguarding Adult Reviews highlights the need for TSAB partners to share information and knowledge at the earliest opportunity to prevent serious harm or abuse. The TSAB Data Sharing Agreement recognises that there will be times when organisations need to share safeguarding information outside of Section 42 and Section 44 Care Act (2014) legislation where it is in the public interest to do so. 


  • TSAB Professional Curiosity Guidance

    Professional and cultural curiosity is an emerging theme in the Safeguarding Adult Reviews (SARs) Child Safeguarding Practice Reviews (CSPRs) Domestic Homicide Reviews (DHRs) and is reflected nationally. 

    Professional curiosity and challenge are a fundamental aspect of working together to keep adults at risk safe from harm and recognises that we need to fully understand someone’s past and current situation to fully understand the risks an individual may face.

  • Mental Capacity Act & Deprivation of Liberty Safeguards Policy and Procedure

    The Mental Capacity Act 2005 provides a statutory framework to empower and protect vulnerable people who may not be able to make their own decisions. The Policy and Procedure sets out who can take decisions in which situations and informs all multi-agency staff about the arrangements for working with service users over the age of 16 where there are concerns about mental capacity and sets out the procedures to follow in assessing capacity and making best interest decisions.

  • Trafford’s Transitional safeguarding Policy and procedure

    Transitional Safeguarding describes the process of young adults moving between childrens and adults services where there are concerns that they may be at risk of harm or abuse.  It is often described as a ‘Cliff Edge’ with some young people reaching the age of 18 only to find themselves without the care and support they need as an adult due to different eligibility thresholds between children’s and adults’ services, which means that some young people are no longer eligible for statutory support when they turn 18. The policy sets out how local services should work together to support young people with care and support needs as well as young people who are not eligible under the Care Act but who are at high risk of experiencing harm or abuse and likely to need support as an adult.

  • TSAB Pressure Ulcer Guidance

    This guidance is designed to help practitioners who support adults where they may be concerns about Pressure Ulcers. It provides clear thresholds for when to raise safeguarding concerns and make referrals to the Trafford Safeguarding Hub. The protocol aligns with the latest multiagency standards and clinical guidelines for pressure ulcer prevention and management.
