Structure of the Board

  • The Executive

    Frequency: The executive meetings are held quarterly. 

    Membership: The Executive is managed through the Independent Chair and membership is limited to Directors and Assistant Directors, or equivalent, from the statutory safeguarding Lead agencies who are accountable for implementing safeguarding legislation. Subgroup Chairs also attend the Executive meetings in an advisory capacity. 

    Remit: The Executive is strategic in its focus and retains overall responsibility and accountability for multi-agency safeguarding arrangements across Trafford. The Executive focuses on senior accountability, safeguarding data and intelligence, exceptions reporting that require dynamic senior leadership. The remit also covers the legal functions of the SAB, joint high-profile campaigns and the influencing and shaping of regional and national policy. The Board undertakes its strategic work through several specialist multi-agency Subgroups.

  • SAR Oversight and Learning Subgroup

    Frequency: The Subgroup meets quarterly and extraordinary meetings are arranged to screen Safeguarding Adult Review referrals and conduct reviews. 

    Membership: Membership is drawn from a range of statutory and voluntary sector agencies in Trafford working with adults at risk who have particular responsibilities for safeguarding. 

    Remit: The subgroup ensures that the Board complies with its statutory duties under the Care Act to commission Safeguarding Adult Reviews and oversee the implementation of jointly agreed recommendations and actions. This combined remit ensures that understanding and learning from Safeguarding Reviews form the basis of Quality Assurance and Audit processes. The subgroup works closely with the Learning and Development Subgroup to ensure that learning from SARs is promoted and embedded in a timely way.

  • Quality Assurance and Learning Subgroup

    Frequency: The Subgroup meets quarterly and is supported through additional Task and Finish Groups set up to complete time limited audits and review multi-agency safeguarding data. 

    Membership: Membership is drawn from a range of statutory and voluntary sector agencies in Trafford working with adults at risk who have particular responsibilities for safeguarding quality and assurance. 

    Remit: The subgroup is responsible for implementing the TSAB Safeguarding Quality Assurance Framework to ensure proportionate reviews and compliance with multi-agency safeguarding policies and procedures to ensure consistent standards of quality are being met. A key focus of the Subgroup is to understand and evidence the impact of learning from Safeguarding Reviews. The Subgroup is also responsible for the final evaluation and sign off of actions within Safeguarding Review Action Plans.

  • Learning and Development Subgroup

    Frequency: The Subgroup meets quarterly and is supported through additional Task and Finish Groups set up to develop learning resources and plan events for Safeguarding Adults Week. 

    Membership: Membership is drawn from a range of statutory and voluntary sector agencies in Trafford working with adults at risk who have particular responsibilities for safeguarding training. 

    Remit: The subgroup is responsible for implementing the TSAB Training and Workforce development Framework to ensure professionals across Trafford are trained to the required safeguarding standards for their role and to ensure consistent understanding and application of safeguarding practice across agencies. The Subgroups designs and delivers multi-agency safeguarding training in response to learning from SARs as well as seeking assurance from partners about the single agency training offered to all staff working with adults at risk. The Subgroup is also responsible for the creation of videos, podcasts and 7-Minute briefings for the SARs. The subgroup works closely with the Prevention and Practice Subgroups, translating policies into multi-agency training resources.

  • Safeguarding Prevention

    Frequency: The Subgroup meets quarterly and is supported through additional Task and Finish Groups set up to develop guidance and resources. 

    Membership: Membership is drawn from a range of statutory and voluntary sector agencies in Trafford working with adults at risk who have particular responsibilities for safeguarding. 

    Remit: The subgroup is responsible for reviewing existing multi-agency policies and procedures as well as developing new guidance in response to learning from Safeguarding Adult Reviews (SARs) and audits of safeguarding practice. The Subgroup is responsible for ensuring that all multi-agency safeguarding policies and procedures are shaped and informed by practitioners as well as the feedback from individuals and families involved in SARs. The Subgroup works closely with the Learning and Development Subgroup to ensure policies and procedures are translated into workforce development resources and multi-agency training sessions.

  • Safeguarding Practice

    Frequency: The Subgroup meets quarterly and is supported through additional Task and Finish Groups set up to develop guidance and resources. 

    Membership: Membership is drawn from a range of statutory and voluntary sector agencies in Trafford working with adults at risk who have particular responsibilities for safeguarding practice. 

    Remit: The subgroup is responsible for reviewing existing multi-agency policies and operational practice guidance in response to learning from Safeguarding Adult Reviews (SARs) and audits of safeguarding practice. The Subgroup is responsible for ensuring that all multi-agency safeguarding practice guidance is shaped and informed by practitioners and managers and tested out before being finally adopted. The Subgroup works closely with the Quality Assurance and Audit Subgroup to initiate dip sample audits to ensure consistent operational practice that is compliant with multi-agency guidance.

  • TSAB Business Unit
